of the most expensive transport infrastructure project planned for the city till date the Rs 23136-crore Colaba-Bandra-Seepz Metro Rail is set to escalate further The nine consortia shortlisted for the civil construction of the Metro line which includes construction of stations and underground tunneling have all put in bids that are much higher than what the Mumbai Metro Rail Corporation (MMRC) the state entity implementing the project had estimated The Colaba-Bandra-Seepz Metro is to be a fully underground line The civil work makes up about 60 per cent of the project cost of Rs 23136 crore which comes to roughly Rs 13882 crore On this the bidders on an average have quoted an amount that is 35 per cent higher which is likely to take the total project cost to nearly Rs 29000 crore Ashwini Bhide Managing Director at MMRC said “We realise that the cost of the project was underestimated This is the first time an underground Metro is being built in Mumbai and hence there was no reference for bench-marking the costs RITES the consultant that prepared the project’s detailed project report had thus taken costs that Delhi Metro had estimated for its underground Metro project in 2011 as the reference” The MMRC has now asked the general consultant for the project to revise the project cost keeping in mind the difference in certain conditions in Mumbai and Delhi Until then the MMRC has kept the bid process on hold and is not going ahead with awarding contracts for work Bhide said that there were at least 28 points of differences between the underground Metro project executed in Delhi and the one planned for Mumbai that the general consultant has identified and on which counts the cost is likely to rise “The 2011 Delhi tender based on which the Mumbai project cost was determined was for a project accommodating six-coach trains The Colaba-Bandra-Seepz Metro proposes eight-coach trains and thus the construction of the 27 stations will be that much costlier There itself the cost is likely to go up by about 30 percent” she said Among other differences the Delhi Metro underground tunneling had to be done in soil while the Mumbai underground tunneling will have to be in rock The tunnels planned in Mumbai are also proposed to be much deeper than the ones built in Delhi While the Delhi Metro tunnel was about 12-15 metres under the ground the Mumbai tunnels as per its geological conditions will have to be 20-25 metres below the ground “The water tables in the two cities are also at different levels the problems of utilities in underground construction of stations in Mumbai is more acute as stations have been proposed directly under roads and muck disposal sites are far away” Bhide said This will also lead to a delay in the start of the Metro’s construction Earlier the MMRC was expecting to award contracts by mid-September and begin work early next year However now the award of contracts itself has been pushed to early next year after the general consultant comes up with revised cost estimates However despite any increase in the project cost there is not likely to be any difficulty in financing the project Bhide said The Japan International Cooperation Agency (JICA) has agreed to provide a loan for 572 percent of the project cost The rest is being pitched in by the state and Central governments through equity contribution
