Dutch trade unions demand higher discount rate for liabilities

This is not risk-free,” the unions said.In an interview with financial publication NRC Handelsblad, Elzinga denied that the unions wanted to scupper a pensions accord with their demand for a higher discount rate.“I just wanted to make clear that this pension contract won’t work without a different discount rate, because if it doesn’t, then we can’t confidently consult our members about the result of the negotiations,” he explained.In their opinion piece, the unions reiterated that they wanted to slow down the rise of the retirement age for the state pension AOW, which is set to increase to 67 by 2021. They also called for more leeway for early retirement arrangements as well as mandatory pensions accrual for self-employed people (zzp’ers) in industry-wide pension funds.The Netherlands’ five largest pension funds have expressed disappointment with the position of the regulator and the minister. Coen Teulings, former director of the Dutch Bureau for Economic Policy Analysis (CPB), has also criticised their approach.Last week, Jean Frijns, former head of investments of the €414bn civil service scheme ABP, argued that the DNB’s view on the discount rate was blocking progress on negotiations for a new pensions contract.Today, Dick Sluimers, former chief executive of ABP’s asset manager APG, joined the public discussion by also criticising the view of DNB and Koolmees, urging them to seek a compromise.The negotiations are now focused on a nominal “target pension” in collective arrangements rather than individual pensions accrual with collective risk-sharing. The three largest trade unions in the Netherlands will only support a new pensions agreement if the regulator and government concede to changing discount rate rules and the country’s financial assessment framework (FTK).In an opinion piece published by left-leaning broadcaster BNNVARA, the unions said that the current discounting rules posed “an insurmountable barrier to a new pensions contract and a deal with the social partners”.The unions referred to the views of social affairs minister Wouter Koolmees and regulator De Nederlandsche Bank (DNB). Both have insisted that the risk-free interest rate should be applied for defined benefit (DB) plans.“A new pensions contract should be accompanied by new and matching rules,” wrote Tuur Elzinga, Nic van Holstein and Arend van Wijngaarden, representatives of unions FNV, VCP and CNV, respectively. first_img ASA monitoring sweep marks gambling as the worst underage advertising offender August 26, 2020 Share Submit Better Collective cautious on quick recovery as COVID drags growth momentum August 25, 2020 Related Articles StumbleUpon Share UK gambling adopts toughest online advertising code to protect underage audiences August 27, 2020 Michael Dugher, Chief Executive of single industry representative body the Betting and Gaming Council (BGC), has stated that UK gambling will support the government in a time of national crisis.On Friday, the BGC published its ‘compulsory action plan‘ outlining 10 measures strengthening industry social responsibility and consumer standards, which all BGC members will adhere to during the COVID-19 pandemic.Key member pledges include increasing safer gambling messages across websites, the active promotion of deposit limits and safer gambling tools, reporting rogue advertising and expanding welfare checks on customers.“In this time of national emergency, with many of us self-isolating and experiencing social distancing, away from our friends and family, we need to come together as a country and watch out and look after each other,” said Dugher. “And as CEO of the new betting and gaming standards body, the BGC, I know that this also applies to our members too.”The action plan supports the UK Gambling Commission‘s (UKGC) demand that industry operators demonstrate ‘heightened consumer protections’ and responsible marketing during a period where consumers are in lockdown or isolation.Dugher responded to political concerns on gambling engagement increasing during the isolation period, which has led the All-Party Parliamentary Group (APPG) to call for the enforcement of a £50 daily spending limit.  Countering APPG concerns, Dugher pointed to COVID-19 realities which see an entire industry kneecapped by the closure of its retail presence (bookmaker and casinos), combined with the blanket cancellation of global sports fixtures.He added: “The idea that the COVID-19 crisis will lead to a boom in betting is just plain wrong.  I understand why the prohibitionists and anti-gambling campaigners want to give that impression, but the reality is that operators have been posting warnings to the market as revenues slide dramatically.”Dugher closed the list of pledges by affirming that BGC members were committed to supporting the government’s ‘National Effort’ in supporting health networks and emergency services fighting against COVID-19.“Britain is at its best when we come together,” he said. “We will come through this crisis, in which we all have a role to play.“I am determined that our industry plays its full part in the Government’s ‘National Effort’ – whether that’s in helping with volunteers or resources or facilities. But it also means us helping to protect people most at risk in these extraordinarily difficult and challenging times. I am determined that we do just that.”last_img read more

It was the second straight game he didn’t give up a run.Mike Fiers (1-3), starting in place of Kyle Lohse (elbow), lasted four innings, giving up four runs, including three home runs, and five hits.Carlos Gomez homered twice for Milwaukee.Milwaukee is 5-17 in May and has not won back-to-back games since April 29-30 at home against Pittsburgh.The Pirates grabbed a 1-0 lead in the first inning as McCutchen hit his seventh home run.
